He served on various university, college and departmental committees, including Faculty Senate.  Payne was honored with a faculty teaching award.

A scholarship fund has been donated by lifelong friends Dr. Stephen & Marsha Guffey in his honor and memory.  The “Bill Payne Excellence in Lab Science” scholarship is administered through the Arkansas State University Foundation.

Visitation will be 1-2 p.m. Friday, July 24, at Emerson Funeral Home, followed by a memorial service.  The Dean B. Ellis Library tower at A-State will be lighted scarlet Friday night in his memory. His obituary is online.
