Biography
Dr. Torres is the VP of IT, CIO for the Arkansas State University System of seven campuses. He leads the teams of IT professionals across each of the campuses and is responsible for all technology hardware and software for the overall university system. He is also resident CIO for the flagship A-State campus in Jonesboro and teaches as adjunct instructor at the Neil Griffin College of Business and online at Henderson State University’s College of Business.
As outreach for the A-State Neil Griffin College of Business, Dr. Torres was the key member of a high-tech start-up where he led the creation of a software outsourcing company called Rural Sourcing, Inc. developing it to $1.6 million in annual sales in 24 months. In addition to being on the cover of Computer World magazine, he was interviewed in many of the 55+ national publications where Rural Sourcing was featured. Rural Sourcing was sold to its largest customer and has grown to become a multi-million dollar company employing over 200 individuals.
Before moving to Northeast Arkansas, Dr. Torres was an information technology executive specializing in areas of distribution, logistics, store operations and e-commerce. His career included executive positions with Wal-Mart, Neiman-Marcus, CSK Auto and Frederick’s of Hollywood. While at Wal-Mart, he worked in warehouse administration, store operations, Sam’s Club and the Latin America division. While at both CSK Auto and Frederick’s he held positions as Sr. Vice President, CIO. Additionally, he was instrumental in developing the e-commerce channel for Frederick’s and was part of an Internet start-up in Silicon Valley/San Jose, CA.
He earned a Bachelor’s of Industrial Engineering from Texas Tech University, a Master’s in Business Administration from Henderson State University and his PhD in Business Administration with emphasis in Information Systems Security Training at Kennesaw State University. He is on the Board of Directors for E.C. Barton & Company and also volunteers in his community as a member of various boards such as Baptist Health of Arkansas, United Way of NEA-RIC, ARISA Behavior Health Systems Inc., and previously Hispanic Community Services Inc., Parenting and Childhood Education Services, Accelerate Arkansas, and Commerce Capital Development Company, LLC.
